Dr. Olin O. Oedekoven has over 25 years of leadership experience at all organizational levels from first-line leader through strategic leadership. Olin has extensive work experience in both the public and private sectors with a comprehensive background in management, business administration, and organizational leadership.
Olin graduated from South Dakota State University with a B.S. in Wildlife and Fisheries Sciences. He then attended the University of Wyoming where he received a Master's degree in Wildlife Management. Olin continued his formal education with Northcentral University where he received both an MBA and his Doctorate in Business Administration with specializations in Management and Public Administration. Olin completed a post-doctoral program in human resource management.
Olin is a graduate of the Army Command and General Staff College and the U.S. Army War College where he received a Master's Degree in Strategic Studies. His military experience includes senior staff, battalion command, and brigade command assignments. Currently, Brigadier General Oedekoven is the Commander of the Wyoming Army National Guard. The organization includes over 1,700 full-time and part-time Soldiers.
Deborah has over 25 years experience in the public sector, private sector and non-profit organizations at all organizational levels from line employee to senior leadership. With fourteen years in the public sector, Deborah has a good understanding of the challenges faced by state and local governments. Deborah has worked in the mining industry in both the site and corporate environments.
Debbie’s strengths lie in leadership development, coaching and mentoring, organizational development, continuous improvement, conflict resolution and strategic communications. Previous employers include the City of Gillette, St. Matthews Church, and Rio Tinto Energy Inc, a division of Rio Tinto, one of the world’s largest mining companies.
Debbie holds a Bachelor of Science degree in Personnel Management and Industrial Relations and a Master of Public Administration from the University of Wyoming. Debbie is a graduate of the CDR Associates as a Mediator and holds the SHRM designation of Senior Professional in Human Resources (SPHR). Her background covers a wide spectrum of disciplines including benefits design and administration, compensation administration, succession planning, leadership development, EEO and Affirmative Action plan development, organizational development, individual development, conflict resolution, change management, handbook design, recruiting and retention, internal investigations and safety.
Debbie is an adjunct faculty member for the University of Mary’s Accelerated Masters Programs, teaching Human Resource Management. Debbie’s most recent assignment was Human Resource Director for the City of Gillette.
Melissa Noah is a Wyoming Native and a graduate of Campbell County High school. She is a graduate of the University of Idaho with a degree in Environmental Science with the Social Science option. She has recently returned to Gillette after professional experiences in Denver, Colorado. Melissa has a diverse collection of employment skills, training abilities, and management experiences.
Most recently, Melissa worked as product specialist for New Horizons Computer Learning Center in Denver, Colorado. With New Horizons, Melissa focused on sales development and several key train-the-trainer initiatives that allowed the company to expand into new markets and create new opportunities.
Melissa has also worked in human resource management as an HR assistant in charge of benefits management, payroll, conflict management, employee incentives, new hire orientation and process development.
Her accomplishments include walking the full 65 miles in Avon 3 Day Challenge to raise awareness and money for the battle against breast cancer where she personally raised over $2,200 for this important undertaking.
Miranda Irby has over 10 years of practical business experience within the fields of information management, application of technology, and web page development. As director of the organization's business systems and information management technology, Miranda uses her creativity, insight, and depth of knowledge to ensure quality customer service, both internally and externally for Peregrine Leadership Institute and Peregrine Academic Services.
Miranda applied her academic skills to the private sector when she founded Miralas Design, a website development consulting firm with a wide diversity of clients. Success with her business allowed Miranda to grow the organization into a world-class operation, widely recognized for excellence in web page developmental services.
Miranda graduated from the Curtis L. Carlson School of Management with academic degrees in business and the management of information systems. Miranda has expertise and certifications with HTML, JAVA, Visual Basic, SQL, and PHP as well was with Crystal Reports, Project 98, and all Microsoft Office applications.
Miranda has worked within a variety of industries with tremendous insight and depth of business systems. Some of her more noteworthy specific assignments include financial analyst with a large regional hospital, measurement administrator within the oil and gas industry, design coordinator with a web service company, and marketing/webmaster with a technical college.
Business Manager Chandra Bublitz manages the business development enterprises for Peregrine Academic Services and Peregrine Leadership Institute. With many years of experience in customer services, business management, and process improvement, Chandra adds tremendous value and capability to both organizations.
Before her employment with Peregrine Academic Services and Peregrine Leadership Institute, Chandra was employed within the energy development industry, serving in a variety of key management areas. From overseeing the business development to supervising operations for small to medium sized businesses, Chandra brought
tremendous energy to her employers and provided opportunities for organizational growth and development. With an unmatched focus on quality customer service, Chandra has helped several businesses grow and thrive in a volatile and uncertain economy.
Chandra’s higher education background includes business administration from the University of Wyoming with concentrations in economics, finance, and business communications. She is a distinguished member of Phi Theta Kappa Honor Society. Both her formal education along with her practical experience in business
development allow Chandra to leverage her competencies to grow and develop both Peregrine Academic Services and Peregrine Leadership Institute.
Art Dillon has extensive experience in leadership, management, and organizational development. He has worked in both the public and private sectors and has distinguished himself as an experienced educator, motivational speaker, community volunteer, and mentor.
Art’s combat experience in the U.S. Army was as a helicopter pilot with the 101st Airborne Division in Vietnam. He retired from the military in 2006 as a Brigadier General and Commander of the Wyoming Army National Guard. He is a graduate of the U.S. Army War College and has held several key staff and command assignment during his 39 years of active and reserve service.
Art retired as Principal of Traut Core Knowledge School in Fort Collins,
Colorado in July, 2006. During Art’s tenure as principal, Traut was designated a National School of Character in 1999, and earned a “John Irwin School of Excellence” rating by the Colorado Department of Education five times from 2000-2006.
Art’s formal education includes a B.Ed. in Secondary Education from Simon Fraser University in Burnaby B.C., Canada; an M.Ed. in Administration from Colorado State University in Fort Collins, Colorado; an EdS and a Superintendent’s License through the Educational Leadership and Policy Studies program of the University of Northern Colorado in Greeley, Colorado.
